In the first years he was mayor, Richard M. Daley didn't have much black support. He was clearly the beneficiary of the African-American split between Eugene Sawyer and Timothy Evans, and widely dismissed as disastrous evidence of a white backlash against the Harold Washington years. While he didn't lose that often, Daley frequently had to wage bruising battles to get his plans through the City Council, with some of the fiercest criticism coming from aldermen who would later leave for higher office (Bobby Rush, Danny Davis), go to prison (Virgil Jones), or become one of his buddies (Dorothy Tillman).
So Daley and his political team came up with a new strategy: Bypass the aldermen and work through the clergy. Instead of getting support and granting favors to members of City Council or Democratic committeemen, Daley's City Hall courted black ministers, seeking their approval for administration policies or at least their appearance at press conferences. At the same time, the city funneled millions of dollars in federal money to the churches for day care and other social service programs, and helped them acquire land for church expansions and parking lots. The pastors, according to a top Daley aide, were viewed as "surrogate aldermen."
Among the early converts to Daley was the Reverend Lucius Hall, pastor of the First Church of Love and Faith on the south side. Hall was proudly photographed with Daley and endorsed him in his election bids over black candidates. Along the way, his church received thousands of dollars for social service programs, and Hall himself ended up as chairman of the city's Human Resources Board, which hears appeals from fired or punished city workers.
Last night Fox News Chicago broadcast a revealing investigative piece about Hall, the board, and Frank Coconate [scroll down], a regular poster here (who's either one of the city's great political gadflies or a self-promoting nut, depending on your perspective). those on the west side are in the pocket of west side gang members who pay them off via church contributions, to harass and demoralize the police. BTW - don't crow too loudly about beating some weak, ineffective aldermen. Beating Tillman, Coleman, Haithcock, etc, was like shooting fish in a barrell. You could not beat Bernie Stone, Vi Daley, Howard Brookins, etc. You picked the low hanging fruit .

Eddie Hanley was one of Allen Dorfman's clients, when Dorfman was alive and well and peddling insurance to his union pals. Eddie is also one of Richie's point men on the downtown casino project which looms over the horizon for Chicago.
The Convention and Tourism Bureau represents 1,500 members. His appointment is seen as a way of fending off future labor troubles for the Daley guys when the $1 billion-dollar McCormick Place expansion is completed in 1997 and all that added convention business rolls into town.
Chairman Hogan points with politically connected civic pride to a "spirit of cooperation" existing between the big trade shows coming into McCormick Place and the craftsmen with set up the exhibitor booths. The practice of "shaking down" convention exhibitors by Local 714 allies has vastly diminished, we are told. Possibly the Kaye connection had an impact. No more troublesome strong-arm problems exist to be contended with. Everybody gets along. Hogan's got the workers tied in...for now...and the Daley administration is hell-bent towards its legalized gambling destiny.

Alot of bark, but not alot of bite left. Yes, Daley can still squeeze contractors and business owners. Yes, he's still got a few bright people left in his camp. But the fight over the living wage was a seismic shift in City politics. The Aldermanic elections were the first of what will be many aftershocks.

You see they kept all of "your" winners from getting any good committee assignments.

White Alderman are nothing but Pct workers for Daley/ Outfit. O'Connor, Banks, Mell,Laurino, Doherty,Allen and Levar are controlled by the Outfit/Daley because of the development in there wards. The Black wards are interchangeable. Who ever is brought in is controlled by whites with very little money. Congressman Jackson insures that buy being the buffer for Daley.
BUT Orion is essentially right on many points:
1. SEIU is worthless and had no major impact.
2. Many of the reformers and new alderman are phony and have not done anything and will not.
3. Orion is exactly right on Sandi Jackson not only when he speaks of plastic surgery but also that she has done nothing.
The Jacksons are shake down artists and work with the Mayor.
4. The white ethnic and strong machine aldermanic are almost unbeatable (although some of them with large homeowner populations will vote against the property tax increase and Daley will let them)

I am not a big fan of the Mayor but there is no alternative and he has done some good things.
I am not sure why he dislikes Frank Coconate as Coconate seems interesting and reveals some things but I disagree with him on the value of the city worker, privatization, and government pensions. Coconate has a more big government or at least post FDR economic and populist position with city workers and labor unions--I alternatively have a more free market and liberatarian position.
I do agree with Orion about Jesse Jackson and it is clear Sandi Jackson is doing nothing of real significance or value.
I also agree with Orion on the SEIU.
I also agree with Orion that these alderman are not doing much or worth much.
I also agree that the strong machine alderman (mostly white ethnic but not all) are almost impossible to beat.
I agree that Daley has done some good things but that does not mean we should accept corruption.
There are good things Daley has done but that does not justify a tax increase. I don't believe the library premise as necessitating raising taxes.

So, is this what you say, after your clout is finished using your pie hole?
All the things we, as citizens, are taught, about how our governments work, why we have governments, why we have elections, the reasons for our Constitution, our Bill of Rights, our courts, legislatures, executive branch, the purpose of taxes, etc., are rendered void, when those whom we entrust with these powers of government are not trustworthy.
That's always the weak link in any chain, the people who we depend upon to be trustworthy, strong links in that chain.
Concerning the legitimate functions of governments, those functions being the making of laws, the interpreting of laws and the application of laws, completely legitimate governments exist in theory only.
Since governments at all levels are made up of human beings, and, as there is no such thing as even a single, perfect human being, governments cannot ever be completely legitimate, completely honest or completely beneficial to every citizen.
That being said, governments can be substantially legitimate, should they be composed of substantially honest human beings.
Since our governments consist of those we elect, and those hired by those we elect, it is apparent that the honesty of our governments is dependent on the honesty of those we elect, said honesty being dependent upon the honesty of we, the electorate.
As has been seen, the honesty of the electorate is not enough to ensure honest governments.
What is lacking is the commitment of the electorate to participate in the electoral processes.
That means that those many, honest citizens who long for honest governments must support their desires for honest governments by electing honest people.
Electing honest people means that citizens must do three basic things:
1) REGISTER TO VOTE
2) VOTE IN EVERY ELECTION.
3) VOTE IN SUCH A MANNER THAT ONLY SUBSTANTIALLY HONEST PEOPLE WILL BE ELECTED
The first two actions that the citizens must take, to ensure honest governments, are actions well within the control of each individual citizen.
The third action presents some apparent difficulties, as, historically, those presented to the citizens, as candidates for elected offices, have been sorely lacking in substantial honesty.
Since the vast majority of candidates presented to the electorate have come from the two self-proclaimed 'major' political parties, the Democrats and the Republicans, both parties each presenting themselves as the authentic, rightful heirs of Democracy, and, since much of our governments are not substantially honest, nor made up of individuals who are substantially honest, it is clear that the source of our lack of honest governments can be found in the Democratic and Republican parties.
Furthermore, since these two, self-proclaimed 'major' political parties, both touting themselves as the rightful heirs to our Democratic form of governments, routinely dominate the selection of candidates presenting themselves to the electorate for consideration, it can be seen that the citizens' only hope of having honest candidates is for the citizens to compel, through the power of their votes, the presenting of candidates who are substantially honest.
Substantially honest candidates are unlikely to come from either the Democratic party or the Republican party, as, were the Democrats or the Republicans interested in honest people, both parties have had many opportunities to provide same, and, typically, have not done so.
Thus, it is left to the citizens to cast their votes in such a way as to enable those honest citizens, who truly want to serve honestly, to have the opportunity to present themselves to the voters on election day.
HAVE NO DOUBT, VOTE INCUMBENTS OUT can be that way.

VOTE ON ELECTION DAY
DO NOT VOTE FOR ANY INCUMBENTS
When your choice is between only 2 candidates, the incumbent and a single challenger, VOTE FOR THE CHALLENGER, regardless of party affiliation.
When you have the choice between only 3 candidates, a Democrat, a Republican and a candidate of neither party, vote for the candidate of NEITHER PARTY.
VOTE to NOT RETAIN whenever you have the choice to do so.
Reject each and every Democrat and Republican at every opportunity.
When faced with more than 3 candidates running for a given office, concentrate your votes by voting per Ballot Position, as in:
If the INCUMBENT's name is listed FIRST, then vote for the candidate whose name is LISTED LAST
or
If the INCUMBENT's name is NOT listed first, then vote for the candidate whose name IS LISTED FIRST.
Focus on ousting EVERY incumbent currently in office, making exceptions sparingly, and ONLY if you are CERTAIN that an individual incumbent has proven, to your satisfaction, to be WORTHY of being reelected.
Force the changes, (through the committed use of the power of your votes), that those in control of our governments, (and, thus, our pocketbooks, through their power to tax), have refused to implement.
The historical misuse of dominant party politics is what has deprived the 'common' citizens of having any significant influence on those individual human beings who are routinely elected, and reelected, to positions of governmental power.
To effect changes in the ways in which our presently dysfunctional governments function, we, the voting citizens, must use our Right to Vote to remove from office every elected official who has been responsible for being irresponsible.
Since most all currently elected public officials are either Democrats or Republicans, it is obvious that the Democratic and Republican parties are the source of our presently corrupted and mismanaged governments; here, in Chicago, here, in Cook County, and here, in Illinois.
Our elected Democrats and Republicans have dependably failed to authentically serve the interests of this city, county and state's citizens for generations.
We, the citizens, are, in great part, responsible for allowing them to do so.
We, the citizens, have the inherent power, of our Right to Vote, to exercise, to end this ongoing corruption and mismanagement.
We only lack the will to do it.
Until we, the citizens, step up and utilize our collective Right to Vote, we will continue to be subjected to the ill effects of corrupted and mismanaged governments.
The ball has always been in our court, we have only to realize this and act in our best interests.
