When alderman Tom Allen saw his colleague Howard Brookins Jr. at Wednesday’s City Council meeting, he strode over and offered a handshake. “What’s up, dude?” he said.
Brookins accepted eagerly, and found his own way of asking if Allen was rebounding all right on the day after they’d both lost the Democratic primary for state’s attorney. “You back?” he said.
Allen nodded. “I’m back.”
The two quickly turned to discussing the hottest topic in local politics: their defeat by political novice Anita Alvarez. They agreed it wasn’t the shocker pundits and journalists have been calling it.
“Our polls showed her in the mix,” Brookins said.
Allen nodded. “And then she got on TV.”
“She needed money,” Brookins said, “and then her husband gave her some money.”
“I know you people in the media don’t have a clue about how to analyze these things,” Allen said to a certain reporter. “But we saw it coming.”
It’s easy to say it after the fact, but they aren’t the only people involved in the state’s attorney campaign offering this analysis. Other insiders are saying that their internal polling—from the beginning of the campaign last fall until its final days—showed that few voters were attached to any of the candidates, and even though people didn’t know who Alvarez was, they liked her name and the fact that she was a woman up against five guys. The other campaigns were hoping that she wouldn’t be able to come up with enough money to raise her profile. But when her husband loaned Alvarez at least $640,000, allowing her to present herself as a prosecutor/mom in TV ads, they knew they were in trouble. “All of a sudden, she had $600,000 and was the 800-pound gorilla,” said one campaign staffer.
According to this view, gender, strong Latino and suburban support, and the perception that the men were consumed with attacking each other rather than the problems of the office combined with Alvarez’s late-hour cash infusion to make her a winner.
But in fact, even with the big money from her husband, Alvarez had far less money on hand than either Allen or Cook County commissioner Larry Suffredin, according to campaign records, and about the same amount as Brookins. Her money just went farther.
Records of the campaigns’ final-month expenditures aren’t available yet, but here’s a look at how fund-raising translated into votes. Only sixth-place finisher Tommy Brewer got more for his money than Alvarez. (The fund-raising totals include cash contributions, in-kind contributions, and loans from July 1 until the election.)

As far as Anita Alvarez, it irritates me slightly when the race is characterized that she won for being a woman and Hispanic. Does it occur to the people saying that that many of us felt she was the most qualified and least entrenched in machine politics of the bunch?
She would not have won ONLY with the Hispanic vote. Where did all those other votes come from? I did my research and decided by looking at different sources that she was the best one for the job.
Some of us voters are not dumb dumbs.
The question is, can Alverez bite the hand that feeds her?
As in, pursue, by investigation, the criminal acts committed by our city and county crooks, said criminal acts being ongoing and, apparently of selectively little interest to the feds.
Does Alvarez have sufficient motivation to pursue the types of crimes being committed by our many city and county public officials?
Or is she more likely to continue to ignore what's been right in front of her face?

A law firm paid $33.6 million since 2002 to collect unpaid Chicago parking tickets and other debts was fired by the city Friday for allegedly bankrolling a 2003 trip for the city’s former first deputy revenue director.
The law firm of Linebarger Goggan Blair & Sampson is accused of picking up the travel tab for Robert Forgue in 2003, even though Forgue had contract management authority over the firm.
Forgue resigned his $137,088-a-year job last week after Inspector General David Hoffman recommended his firing. Hoffman also urged the city to cease doing business with the law firm. Corporation Counsel Mara Georges agreed.
'Because this is a law firm, we believe it should be held to the highest ethical standards. For this reason, we are terminating their engagement with the city,' Georges said in a news release distributed to reporters late Friday, when embarrassing news is traditionally buried.
Officials at the law firm could not be reached for comment.
Hoffman applauded the decision. 'Those fortunate enough to benefit from city contracts must follow the rules and should be held accountable when they don’t,' he said.
Since 2002, Linebarger Goggan Blair & Sampson has collected $138.6 million in unpaid debt and received $33.6 million in fees for that work. The firm was originally retained to collect unpaid parking tickets, but expanded its collection umbrella to include many other debts owed to Chicago taxpayers.
The caseload is so heavy, the city has decided to cut off the firm in phases, instead of going cold turkey. No new deadbeat cases will be referred to Linebarger Goggan Blair & Sampson and its attorneys have been directed to return the files of cases where no action has yet been taken. All work will cease over the next six months.
Until that time, employees of the firm must undergo ethics training. And an employee of the firm identified in the inspector general’s report must recuse himself from dealing with the city.
The Revenue Department first became aware of the alleged conflict involving Forgue and the law firm in 2003, when the trip was reported to the city’s Board of Ethics.
At the behest of the Board of Ethics, Forgue was directed to reimburse the law firm for the trip. He never did. Because Linebarger Goggan Blair & Sampson 'failed to notify the Department of Revenue of that fact,' Hoffman concluded that the law firm had violated the city’s ethics ordinance, along with Forgue.
Forgue could not be reached for comment. He has worked for the city since 1995, including a stint as project manager of the Strategic Task Force. That’s an elite corps of city building inspectors formed to crack down on owners who tolerate criminal activity on their property."

Friends of Mayor Richard Daley made out handsomely when land they owned was rezoned in the 11th Ward, helping them sell the property for about $2.4 million more than they paid for it.
A critic of the Daley administration didn't do so well, however. He couldn't get a zoning change, and the value of his property diminished by about $4 million, according to court papers.

Zoning is one of the last bastions of power left for Chicago aldermen, who have been marginalized under Daley's control.
The Tribune has shown that many of Chicago's 50 aldermen rely on campaign contributions from developers whose projects, in turn, depend on zoning changes.
In the 11th Ward, the ancestral home and power base of the Daley clan, Balcer enjoys so much support from the Daleys that he is the only alderman who doesn't have to raise campaign funds.
To get a view of how he has wielded his zoning power, you need look no further than two parcels that have been swept up in a wave of development that has turned this gritty industrial district into a hot neighborhood for homes.
On Archer Avenue, a familiar cast of Daley insiders benefited.
Over on Iron Street, a City Hall antagonist lost out.
The Archer Avenue deal began in March 2002, when Richard Ferro, a political supporter of Daley, bought the property for $325,000. He and his business partner, Thomas DiPiazza, also a Daley contributor, later applied to City Hall to rezone the land for town homes.
DiPiazza and Ferro hired Jack George of Daley & George, the law firm of the mayor's brother Michael. In the last five years, Daley & George has handled 60 rezoning applications—half of all the applications in the ward that weren't filed by Balcer himself, city records show.
'Mr. DiPiazza has developed a number of projects in the 11th Ward and they have all been a credit to the community,' George told the City Council's Zoning Committee at a December 2003 hearing.
Like other zoning changes blessed by aldermen, the request sailed through the City Council.
Landowners who don't have an alderman's support rarely bother to seek a zoning change from the city, knowing it has no chance of being approved.
After Ferro and DiPiazza got their zoning change, they did not develop the land.
They sold it.
But before they did, two well-known names were added to the deed as owners on June 18, 2004.
One was Timothy Degnan, a political adviser to the mayor.
The other was Fred Barbara, a friend of Daley's and a former city waste hauler.
Less than a week later, the land was sold for $2.7 million to another developer who built the town homes.
That sale price was about $2.4 million more than what the Ferro group had originally paid for the land. Before the property was sold, however, the group demolished an old building and cleaned up contaminated soil. That work would likely cost about $300,000, according to public records and estimates from three environmental consultants contacted by the Tribune.
Michael Kralovec, a lawyer for DiPiazza and Ferro, said the group had additional costs and the profit was less than the $2 million suggested by the Tribune's estimates. He did not respond to a request to provide the bills.
Degnan declined to comment for this article, and Barbara could not be reached.
Flipping land
Balcer, who was appointed to his post by the mayor 10 years ago, testified in a court case last fall that politics plays no role in his zoning decisions. He said he sometimes gets advice from Daley's brother John, the ward's committeeman. Balcer testified that his main concern was 'how it will affect the community.'
In a recent interview, Balcer said he did not know Degnan and Barbara ended up in the Archer transaction. He said he was not concerned that the land was sold to other developers because the project turned out well.
'That's called flipping land,' Balcer said. 'People flip land all the time.'
DiPiazza and Ferro have done well in other 11th Ward real estate deals under the Daley administration.
The Tribune previously reported that they bought contaminated land along the Chicago River for $50,000 in 1998, just before the city sought state funds to buy the property. Six years later, they sold it to the city for a park for $1.2 million.
'They are decent people,' Balcer said of the two men. 'They have built projects that have been good for the ward.'

For developers who don't win Balcer's backing, the quest for a zoning change usually dies quietly in the alderman's office.
What happened with the Iron Street property became public only because of federal court cases.
The property sits on the west side of the river's Bubbly Creek Branch and is owned by the developers of Bridgeport Village, a luxury development directly across the creek.
Bridgeport Village was once a favored project of the Daley administration. Degnan was an adviser to the project, DiPiazza was a consultant and Jack George was the zoning lawyer. The mayor himself took a personal interest, attending a planning meeting at City Hall.
The developers planned to build a pedestrian bridge from Bridgeport Village to their property on Iron Street, where they envisioned more homes.
But the city then soured on one of the project's developers, who has charged that he was being punished for political reasons.
Thomas Snitzer accused the city in a federal lawsuit of forcing him out as manager because he refused to make additional payments to DiPiazza and to steer clear of property that 11th Ward power brokers had intended for others.
The project has landed in Bankruptcy Court, and the partners must sell nearby industrial land to pay creditors.
The land would be more valuable if it were rezoned for housing, but Balcer has refused to change the zoning on the Iron Street property.
At a meeting in Balcer's office last August, the alderman told John Kinsella, one of Snitzer's partners, that the rezoning request was 'not negotiable at this time,' according to Bankruptcy Court records.
Kinsella later gave sworn testimony on his reaction to Balcer's decision. 'It was going to depress the sale price, and I think that many of the residents would like to see zoning on the other side [of the river] but he—he has—that's his job to make that decision,' Kinsella said. 'He's got—he didn't go into detail with me as to the rationale for his point of view, which I'm sure he had a good rationale.'
Balcer, in his own testimony, did not explain why the property—now used for truck storage and a recycling business—should not be rezoned immediately.
But Balcer denied in that testimony that he might be blocking the zoning change to pressure Snitzer to drop his lawsuit against the city.
Over Snitzer's objections, U.S. Bankruptcy Judge Jacqueline Cox approved a bid of $7.7 million for the property with the current zoning.
The developers had received bids of more than $12 million if the land could have been rezoned for town homes.
At a court hearing in December, Cox said she had to approve the lower sale price because of the depressed real estate market and Balcer's stance on zoning.
'We have an alderman who may very well have caused a big problem,' Cox said."
So, Anita, is it possible that your expertise as a prosecutor does not lead you to believe that, in the above cases, any criminal acts were engaged in?

This holds true for every elected office, city, county, state and federal.
But, to 'find' candidates, one must have something to offer them, other than the futility of consistently losing to the well financed candidates of the Democrats and the Republicans.
So, what can the 'voters' offer those honest and honorable individuals?
Proof that the voters want honest and honorable individuals.
That proof will be when the voters HAVE NO DOUBT and VOTE INCUMBENTS OUT.
If the voters want 'change', they will have to prove that they do, not merely by their whining, but by their voting to deny reelection to incumbent Democrats and incumbent Republicans.

Without diminishing the few truths contained within Marin's comments concerning Tony Peraica, and within yours, do we, as voters, really want to base our decisions on who to vote for, and who to not vote for, solely on the opinion of a broadcast media 'professional'?
True, Peraica is a person whose personality is often irritating to experience, often giving the impression of a lack of many qualities one would prefer, in our elected officials, to be in abundance.
But, in this case, for this public office, do we, the voters, really want a person we would feel comfortable having as a next door neighbor, or, do we want a person we can count on to aggressively investigate, indict and prosecute to conviction, the many, many, many thieving bastards and bitches infesting our city and county governments?
Is it more important, to the taxpaying voters of this city and county, to elect, as our next Crook County State's Attorney,
1) a person we like, albeit one we have no reasonable assurance will aggressively pursue corruption in our governments and many reasonable and historical assurances that she won't,
OR
2) a person, who we may not ever want to have dinner with, who has a verifiable history of being, not only willing to pursue corruption in our city and county governments, but EAGER to do so. And is fully capable of not only doing so, but of hiring assistants of like mind.
Of course Marin is going to emphasis the negatives about Peraica, of course she's going to tout Alvarez, of course she's going to do what she's been told to do, by those who employ her.
Whether she does so enthusiastically or reluctantly, may be interesting, as far as the integrity of Marin is concerned, but is irrelevant to the question of who will better serve the interests of the citizen/voter/taxpayers of this city and county.
That being said, it is a good piece of advice, that Peraica should think long and hard about, for him to be much better prepared for the tasks which lie ahead, a few being:
1) Do not presume that there are enough registered voters in this county who truly want those corrupt individuals infesting our governments brought to justice than there are registered voters who DO NOT want anything to change.
2) Do not presume that there are enough registered voters who have the minimum amount of intelligence to realize the rare opportunity his candidacy presents, that opportunity being to have, for the first time in living memory, an opposition party's, (Republican), candidate as our County State's Attorney.
3) Do not presume that because Alvarez was not, in any way, the Democrats preferred choice as their candidate, that she won't be given, by default, the backing the machine would have provided to their chosen candidate, the now defunct Bob Milan.
4) Ask the question: Why were there so many Democratic machine candidates running for this office in the first place?
Answer: Hedging their bets and internal party territorial squabbling.
All the Democratic candidates for this office are tainted goods, with Alvarez, perhaps, being the lesser of many evils.
5) Realize that the now obvious advantages that Alvarez brings to this contest, a few being her gender, ethnicity and her personal attractiveness, will be exploited by her thoroughly corrupted associates.
6) Realize, further, that every last trick in the Democratic Machine's playbook will be used to ensure that their criminal enterprises are not endangered by a Republican Cook County State's Attorney.
7) Finally, Peraica must, right now, embrace and engage in a campaign which, while emphasizing the valid reasons we, as citizen/voter/taxpayers, need his services as our next Cook County State's Attorney, acknowledges the real possibility that 'we' may not, in sufficient numbers, realize how badly we need him.
Those who have doubts as to this need, need only check their pocketbooks, compare the amounts they regularly earn, from their daily labors, with the amounts they are left, with to spend on themselves and their families, AFTER they've been dunned with the many, and various, taxes imposed upon them, here in our county of crooks.
Compare what your utility bills WOULD BE, without the additional taxes imposed by the city and county.
Compare what your groceries would cost, without the taxes imposed by the city and county.
Compare what the cost of owning your home would be, without the always rising assessments that routinely increase your property tax bills by factors of 40% to 100% every 3 fucking years.
The above is just the tip of the iceberg, as so much of the cost of the goods and services we purchase includes the many taxes imposed upon businesses, small and large, in this city and county of crooks.
Opportunity is knocking, for the citizen/voter/taxpayers.
It's up to Tony Peraica, at this point in time, to realize what he will have to do, the adjustments in how he presents himself to the voters he may have to make, to neutralize the many means by which the skillful liars of the Democratic Corruption Machine will attempt to use, to distract, deceive and just plain bullshit the electorate into passing on this chance to, for the first time in living memory, have an individual dedicated to fighting corruption in government as our County State's Attorney.
