It has come to my attention that you are losing your minds in regards to Senator Barack Obama's presidential campaign.

First, Reverend Wright gives a couple of speeches, imitating how white people clap, and talking about the differences between white and black brains.

And now Father Pfleger is doing his Rich Little routine, imitating Hillary Clinton crying.

My advisers tell me you're subconsciously trying to destroy Obama's campaign because you're envious of the national attention he's been getting.

I understand the impulse. I've undercut the campaigns of many underlings I thought were getting too big for their britches (see Paul Vallas).

But you're missing the point. Just because I do something, doesn't mean you get to do it.

So one more time, here's how things work around here. I give you the city contracts and zoning changes you need to run your church fiefdoms. And in return you look the other way while I sweep police torture under the carpet, take money from the public schools and give it to the well-connected, keep public school students running in the hallways, and sell the west and south sides to the highest or at least best-connected bidders. Also, you do what I tell you (by they way, Father Pfleger, good job on the Children's Museum).

The problem is that you are scaring white people and, thus, hurting Senator Obama's chances to get elected president. So I'm ordering you: no more wacky speeches and, more important, stop imitating white people! You know how upset we get when black people mock us.

It's very important for me to have Senator Obama elected president. That gets him out of town so he can't be tempted to run against me for mayor. (By the way, I will, of course, need your continued help in marginalizing Congressman Jesse Jackson Jr.)

So stop the goofiness until the presidential election's over or I decide it's really in my best interests to see Obama lose. Remember, I'm the only one who gets to backstab Chicago's favorite son.

Simply an individual who lacks moral character regardless of their fame, achievements, or prominence should probably not be giving graduating seniors advice on how to navigate their own adult lives. In the end, perhaps it is all just a petty speech, but it so accurately personifies how the Northweestern University Administration chooses to interact with its students at least on the undergraduate level. And that is what I believe the strong displeasure in the choice of Mayor Daley resonates with so many Northwestern Seniors and the student body as a whole.

You should have read my post more closely. I'm not a big Daley fan, but to say he has accomplished nothing is an ignorant statement. I don't know how old you are, but I'm guessing you are too young to remember Beirut on the Lake. Or how fantastic the CTA was before the Daley administration. Let me tell you this: It was far more unreliable, crime-ridden, and filthy. Most of all, I remember the racial tension in the air when folks rode the CTA wearing their various campaign buttons in the spring of 1983. It was a different Chicago then. I credit Daley for changing much of that. I blame him for associating with various people who are the subject of John Kass columns.

It's just wrong to say he has accomplished nothing, that's all.

Anyway, you're wrong about him not being a national figure or being hardly known outside the Midwest. I don't know where you are from, but maybe you should read newspapers a little more. He is not most closely associated with municipal corruption. He is most closely associated with Chicago, which is as effectively run as any big city in the world. He is not "lacking in moral character," unless you believe in guilt by association. Sadly, he has had an association with a small number of persons who are very unsavory. I can't explain or be an apologist for him on that one. But I don't think it's fair to say he is an immoral person.

Sorry, but you and other students who oppose his selection as speaker for their precious commencement are embarrassing the school and the alumni.

Perhaps it was a brilliant double entendre, i.e. a reference to the plains of the midwest. I don't think the students are out of line - isn't there something in the Bible about judging a man by the company he keeps? The President of the University should have more self-control in dealing with students. He's 68 years old - unless he has Alzheimer's, there is no excuse.

I am a Northwestern Alumna and have lived in the Chicago area my entire life. I am appalled at the immature whining of someone who should have been better brought up by his parents, let alone educated at my alma mater. If he ever came out of the northern suburbs and into the city (perhaps to visit a cultural institution, attend a concert, go to a play or an opera?) then Matt would know what a wonderful city we have. If he were not so young that he had barely been born when Mayor Daley was elected, he would know for sure of the wonderful changes in our city under this imaginative and creative mayor. If he had traveled the world, as my husband and I do, he would know that in fact Mayor Daley is revered worldwide as a leader who has given us the cleanest and most beautiful city in the world. People everywhere are amazed at how lovely Chicago has become under this mayor. All over Europe, beautiful old buildings are covered with graffitti while in Chicago Mayor Daley's graffitti busters clean buildings overnight. Our streets are swept (not like Copenhagen, which is full of litter, of instance). Our lakefront and park are the most beautiful they have ever been.Chicago was once a utilitarian city on the lake, It is now a destination city for travelers from around the world. We can thank Mayor Daley for the changes, and for our good image worldwide. If Matt and others like him are so immature and narrow-minded as to stay home from their commencement, I will happily take their tickets and cheer the commencement speaker.

I am proud of these graduates that are standing up for what they believe in. I worked full-time and went to school-part time at NU to get my degree. I had to stomach self-important **** who would come to class dressed like Che Guevara extolling the virtues of communism.

NU students: Shut up and get some class. If you want to hear the Dali Lama use your daddy's money and fly to Nepal.

Guess what happens when you graduate? You have to make your own way in the world and acting as though your smarter than everyone, such as Mayor Daley, is highly annoying to everyone and will not bode well for your future.

Having worked for several City of Chicago departments over several years, I became completely and utterly disgusted with the inefficiency, waste and corruption. It never seems to pay off - no pun intended - to do the right thing as city employee. Be assured there is retaliation by the Mayor and his minions when in trying to do the right thing, you affect his buddies and donators.

After a couple year stint in the Buildings Department, I can assure everyone the corruption is systemic and goes up to the highest levels, not only in the department, but in the Mayor's Office and the Mayor's Office of Intergovernmental Affairs. If ever the feds. thought a federal consent decree was appropriate, it would be here and now with this department; one charged with public safety yet fraught with systemic corruption.

I am saddened that IG David Hoffman's appointment is coming to an end soon. Rest assured, Daley will never make that mistake again: hiring someone who is truly independent and truly focused on rooting out wrong-doing. I wish we could have four more years, at minimum, with Hoffman.

As for Patrick Fitzgerald, he has become Daley's worst nightmare. And for that I'm thankful. From a former insider's perspective I can say Daley and his minions do an excellent job of covering their dirty tracks but, not a perfect one. It will just take longer to get the big dogs and not just the small fishes. We should all hope and pray that should Obama get elected, he does not remove Patrick Fitzgerald from his post. Unfortunately, given the ties of Illinois politicians at all levels, we can probably be assured that Obama would remove Fitzgerald. That would be a tragedy since Fitzgerald is our only hope of reclaiming our city from the greedy hands of Daley and his pals.

City Shakman monitor awards $75,000 to Frank Coconate

After losing elections over the years, save for one primary, and coming up short in a two-year effort to get his city job back Frank Coconate finally has something in the "win" column.
Noelle Brennan, the federal court monitor appointed to oversee the city's compliance with the Shakman Decree, approved a $75,000 award for Coconate. He was one of the top seven claimants receiving a share of a $12 million settlement set up for job applicants and city employees who were denied jobs, promotions, or overtime hours, which were doled out to those who did political work for city-backed candidates.
Coconate, Edison Park, a 27-year city Department of Water Management employee was fired in 2005, just days before he was to hold a Northwest Side political rally for U.S. Rep. Jesse Jackson Jr., D-2nd. Coconate, a longtime critic of city government, was openly recruiting the South Side congressman to run against Mayor Richard M. Daley. Coconate was also a whistleblower, who brought attention to widespread waste with the city's Rainblocker program and provided information about corruption in the Hired Truck Program.
Coconate, whose last position with the water department was as a safety inspector, said it was his political activity, specifically with Jackson, that put him in the sights of his bosses. He was accused of putting city employees in danger by not visiting work sites and falsifying inspection reports to cover it up. The city also claimed he was not working while he was on the clock. Coconate was quickly fired, and lost his appeal on the firing last year.
"I stuck my neck out for Jackson," he said. "It was the main reason why I got fired -- and he abandoned me."
Jackson, whether he was serious about running for mayor or not, decided to stick around in Washington D.C.
Brennan said Coconate "submitted extensive evidence that supported his claims. He identified at least three particular promotions that were linked to a request by his bosses to drop out of elections that were denied. He also had particularly strong retaliation claims, particularly in relation to his termination. He provided pretty persuasive evidence that his firing was initiated because of his political speech."
Brennan's office received 1,528 claims for part of that settlement fund. Approximately 125 were denied. The awards were based on the facts presented by an individual claimant, the strength of the evidence, the salary or rate of pay of the position sought or held, the ratio of applicants to the number of positions filled, the economic benefit lost as a result of the missed job opportunity or promotion, the amount of the claim fund, and the number of claims submitted.
Out of the top seven recipients, there were five other $75,000 awards and one for $100,000. She wouldn't identify the man at the top. Brennan did say that Coconate and anyone else who is on her approved list has to sign a release that states they will not pursue any further action against the city, "including any claims he had based on political discrimination."
Coconate has a case pending in Cook County Circuit Court that seeks to overturn the city's decision to fire him. He still wants his job back, and said he intends to continue in that fight. He's currently working as a community liaison in Bensenville, helping process applications for the village's home improvement grant program, for residents displaced by O'Hare Airport expansion.
"I just feel vindicated," Coconate said about the award. "The money's probably gone in bills, but the impact of what she (Brennan) did lasts forever. I'll tell you what it does. It knocks down the bills and puts us in good position to survive.... I stuck it out and now things are starting to click. You get slapped and punched and kicked, but this kind of thing happens and it makes it all worth it."

A Chicago police internal affairs investigator has testified before a federal grand jury about a 2005 memo he wrote questioning whether his bosses ignored alleged misconduct that grew into one of the biggest corruption scandals to hit the Police Department, sources close to the investigation said.

The sources said the investigator, Christopher Taliaferro, testified April 17 before a grand jury probing the Special Operations Section, an elite unit that had wide latitude to search for guns and drugs in gang-infested neighborhoods.



Taliaferro's testimony indicates that federal authorities continue to investigate whether Police Department higher-ups, including internal affairs bosses, allowed SOS officers to incur hundreds of complaints of illegal searches and robberies without stopping them.

The investigator also told federal prosecutors that Debra Kirby, former head of internal affairs, contacted him and asked for a copy of the memo in March when she learned that the Tribune was working on a story about the memo, according to the sources. The Tribune disclosed the existence of Taliaferro's memo March 17.

FBI officials have said Kirby, whom Police Supt. Jody Weis promoted to his chief legal counsel in March, has not been labeled a subject of the federal investigation. Kirby ran internal affairs from late 2003 until early this year, covering much of the time that SOS incurred hundreds of allegations of misconduct. Her division cleared the officers in nearly all of the cases, but the Cook County state's attorney's office later stepped in and criminally charged seven officers.

Five months before Taliaferro's June 2005 memo, Kirby transferred another internal affairs investigator, Bridget McLaughlin, out of the division days after she filed a similar memo that showed eight SOS officers were racking up complaints of illegal searches.

McLaughlin's memo, which the Tribune has reviewed, includes a history of citizen complaints against the eight SOS officers, including Jerome Finnigan, the alleged leader of a ring that falsely arrested and robbed people for years.

FBI and Chicago police officials declined to comment about Taliaferro's testimony.

After joining the investigation last year, the U.S. attorney's office and the FBI charged Finnigan with conspiring to murder a fellow officer he believed was cooperating with authorities.

Federal authorities became involved to determine whether department officials were covering for Finnigan's crew.

In an interview broadcast Sunday night, Keith Herrera, one of the accused officers, told the CBS News program "60 Minutes" that supervisors in SOS routinely encouraged officers to lie on police reports to cover up unauthorized searches. Herrera did not name who encouraged such behavior.

Last fall, a year after the seven SOS officers were charged, the department disbanded the unit as more evidence emerged that officers routinely lied in reports.

The memos written by Taliaferro and McLaughlin suggest that the internal affairs division was aware for years about the alleged pattern of misconduct. Taliaferro addressed his memo to the commanding officer of the general investigations section of internal affairs.

"Based upon all investigative work conducted thus far, and the complaint history of the officers involved, the undersigned strongly believes that a more thorough investigation, that would require surveillance, should be conducted," he wrote.

The memo focused on a May 2004 case in which eight SOS officers, including Finnigan and Herrera, were accused of falsely arresting two factory workers on a phony gun charge and then robbing their houses while they were in custody.

The allegations were similar to hundreds of other complaints against the officers.

Taliaferro argued in his memo that the internal affairs division's methods to that point had been ineffective and that every complaint had gone unproven, or "not sustained."

"If this case is continued through general investigative techniques, it is highly probable that the investigation will conclude in a not sustained finding," he wrote. "As shown above, this will only continue a history of cases not sustained where there is some probability that the misconduct has occurred."

Taliaferro has declined to answer questions from the Tribune, saying it would be inappropriate to comment about an ongoing investigation. He noted in the memo that he had inherited the case from McLaughlin.

In her January 2005 memo, McLaughlin noted that the eight accused SOS officers had compiled more than 250 complaints of misconduct in the previous five years.

Eight days after McLaughlin wrote her memo, Kirby abruptly reassigned her from internal affairs to desk duty usually reserved for officers accused of wrongdoing. But police spokeswoman Monique Bond said Kirby moved McLaughlin for "personnel reasons" rather than disciplinary action. Bond said that Kirby would not comment on the matter further.

More than three years later, McLaughlin is still answering non-emergency phone calls from the public in the department's alternate response unit.

Chicago police officials have maintained that they were investigating the SOS officers for years, at times using confidential techniques that may have been unknown to Taliaferro or others in internal affairs.



In one 2003 case, the Police Department sought charges against Finnigan and another officer for allegedly kidnapping a South Side bar owner and then ransacking his house in Oak Lawn while looking for guns. The state's attorney's office declined to file charges, saying they lacked evidence. The investigation was then dropped, and the department returned the officers to SOS. They continued to incur similar complaints.
